SARA was formed in April 1996 following recognition by SADC railways of the need to establish a strong lobby group to pursue advocacy for fair surface transport competition. Subsequently, Article 13.13 of the SADC Protocol on Transport, Communications and Meteorology (PTCM) consolidated the existence and need for SARA as it gave effect to the formation of regional associations to facilitate collaboration with other stakeholders.
